Free Tools For Pocket PC Programming
Here is a list of *free* tools that may be helpful in first steps in Pocket PC 2003 (Windows CE 4.x) developement.
We start with Visual eMbedded C++ 4.0 - it is an easiest way to start Pocket PC developement with free and licensed tool (registration key is available on download page):

Then we install Service Pack 4:
In next step we have to install SDK with emulator images. Emulators will help us to test our programs on development PC:
